DID ENGLAND MISLEAD OUR COUNCIL...AGAIN?

The Floyd County Council has implemented a six step longevity pay schedule for full-time employees, excluding elected officials. Each step qualifies the employee for longevity pay increments. The amount of longevity step increments shall be determined annually by the County Council.

Floyd County Longevity Pay Schedule:

Step 0.....Less than 1 year .....$-0-
Step 1.....1 year of service......$200
Step 2.....2 years of service....$400
Step 3.....5 years of service....$700
Step 4.....10 years of service..$1,000
Step 5.....15 years of service..$1,200
Step 6.....20 years of service..$1,400

The difference between the County and City employees is this:

City employees get vacation pay, plus non-union raises and the County employees get longevity pay and non-union raises.

City non-union employees vacation pay is:
One (1) through five (5) years - Two Weeks pay
Six (6) through eleven (11) years - Three Weeks pay
Twelve (12) years or more - Four Weeks pay

As reported in the August 31, 2009 Tribune:

Our city Council will be voting on a one-time bonus for non-union employees. Mayor England CLAIMS this marked the third consecutive year their salaries have been frozen. But the council could give them a one-time cost of living stipend based on the amount of experience they have with the city.

If passed, the payment would be:

$1,000 for workers with one to five years of experience, $1,500 for employees with six to 10 years with the city and $2,000 for workers with more than 10 years under their belt.

Is this fair?

AN ORDINANCE SETTING SALARIES FOR THE YEAR 2008, FOR NON-BARGAINING UNIT EMPLOYEES

BE IT ORDAINED BY THE COMMON COUNCIL OF NEW ALBANY, INDIANA, TO WIT:

SECTION 1. That the hourly, bi-weekly or monthly salaries for each and every appointive officer, full-time employee, deputies, assistants, departmental and institutional heads, part-time and hourly employees of the City of New Albany, Indiana, for the year 2008 be and are set in the amounts that follow and be paid 26 times in 2008!

PASSED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY OF NEW ALBANY THIS 20 DAY OF September, 2007.

Does this prove Mayor England was misleading the Council in his statement when he said: this is the third consecutive year their salaries have been frozen?

Absolutely!!!!!!!!!

We want to quote City Council minutes of Sept 6, 2007 for the 2008 Budget:

"Mrs. Garry stated, that this was a 3% raise across the board." All voted in favor.

Didn't Mayor England receive his $11,000 raise in January 2008, when he took office?

The difference between the County Council, they approve and stay on their budget, our City administration plays games with our tax dollars and doesn't live within their OWN budget.

That's why the County has $$$ and the City doesn't!
