State Budget - House Enrolled Act 1001

* No tax increases
* Structurally balanced in both years of the biennium
* Maintains a prudent level of reserves to protect taxpayers
* Increases tuition support funding by 0.5% in CY12 and 1% in CY13
* Increases funding to K-12 education by $150 million

* Spent 5.5% less than anticipated ($1.52B)
* Ended with a reserve of $1.18B (9.1 of FY2011 expenditures)
